Manages global keyboard shortcuts
Note: This only manages the list of available shortcuts registered with it. It does not listens to the actual
keyboard events. In order for these shortcuts to be called upon a keyboard event, the application can
override the IModelApp.toolAdmin and assign it FrameworkToolAdmin or create an event listener
and call UiFramework.keyboardShortcuts.processKey.
