tileXYToCartographic Method
Given the components of a QuadId and an elevation, compute the corresponding Cartographic position.
tileXYToCartographic(x: number, y: number, level: number, result: Cartographic, height: number = 0): Cartographic
@returns the corresponding cartographic position.
